Evsenkin Nikolay Vladimirovich – was born on September 24, 1963 in the town of Kuznetsk, Penza Region.
n 1987 he graduated from the Military Red Banner Institute of the USSR Ministry of Defense; in 1994 – the Military Diplomatic Academy. In 1991 he defended the doctrine of the degree of “candidate of historical sciences” at the Institute of Oriental Studies of the Academy of Sciences of the Uzbek SSR.
